系统语言 \ system locale 

控制不支持unicode的软件, 显示字体时 (unicode = 一种编码，主要用于 中，日，韩文)
Controls the language used when displaying text in programs that do not support unicode.

进入 Control Panel

Enter Control Panel

在View by:Small icons 下，找Region and Language

Find Region and Language with View by: Small icons

把Formats 和 Administrative  换成自己想要的语言

Choose the wanted language at Formats and Administrative tab

PS: 尽量把Formats 和 Administrative 都换了，某些软件需要两者都换了才生效，例子:PPS
